What the tradition reads
Ceres is read in modern Western practice as the shape nurture takes, and in Capricorn the delineations consulted read it as order and as restraint. Bob Marks reads Ceres in Capricorn as feeling nurtured by being organised and in control, and, since Saturn rules the sign and has the effect of reducing things, reads the early nurture received as having been sparing; even in a wealthy family, he writes, the parents could have been cold or withdrawn, or believers in strict discipline so that the children would not be spoiled. He reads the adult expression as nurturing others by making sure everything is arranged and organised properly, and advises that such a person be encouraged to lighten the grip a little. Astrology Club has this placement protecting aspirations, material needs and a sense of responsibility, teaching others to gather their own resources and will, nourished by those who commit and follow through, and names it one of the most self denying Ceres placements, apt to rebuff an offer of help. Cafe Astrology, grouping Ceres by element, has the earth signs nurturing through food, sustenance and practical help.
The story
The body's own history is one of rank granted and withdrawn, which suits this sign better than any other. Wikipedia records that Ceres was announced as a new planet after Piazzi found it on 1 January 1801, that it was assigned a planetary symbol, and that it remained listed as a planet in astronomy books and tables, alongside Pallas, Juno and Vesta, for over half a century. When Pallas was discovered in 1802, Herschel introduced the term asteroid for these bodies, writing that they resemble small stars so much as hardly to be distinguished from them even by very good telescopes. In 1852 Encke declared the traditional system of planetary symbols too cumbersome and introduced numbers placed before the names in order of discovery. In 2006 the assembly added the requirement that a planet clear the neighbourhood around its orbit, and Ceres, which does not, has been counted a dwarf planet since. A placement read through demotion, discipline and rank kept under review has an unusually literal precedent in the body itself.
