What the tradition reads
Ptolemy's Tetrabiblos places Saturn's exaltation in Libra opposite the Sun's own exaltation in Aries, so that Saturn preserves its station directly across the zodiac from the Sun (exaltations and their falls, I.22): since the Sun's exaltation in Aries brings an increase of heat, the sign opposite it must carry a corresponding increase of cold, and Saturn, coldest of the planets, is exalted there instead, with its own fall placed back in Aries. Libra is a cardinal air sign, ruled by Venus, and the tradition reads it as the sign of balance, fairness and the careful weighing of one thing against another before any judgement is passed. Saturn exalted there is read as discipline given its clearest, most dignified expression: patience applied not to a private ambition but to the difficult, careful work of being fair. Cafe Astrology's delineation describes this Saturn as weighing the different sides of a situation so thoroughly that decision-making itself can become painful, the pros and cons balanced so evenly that choosing between them is genuinely hard. The classical writers name this same difficulty, an indecision born of taking every side seriously, as the placement's ordinary cost, though the same thoroughness is credited with a fairness that placements less willing to sit with real uncertainty rarely manage to reach.
The story
Libra's scales belong, in the old telling recorded of the constellation, to Astraea, the goddess associated with justice, who came to be represented there once the sign was recognised at Rome; the same figure is elsewhere remembered as the last immortal to abandon the earth at the end of the Silver Age, when the other gods withdrew to Olympus, becoming afterward the neighbouring constellation of Virgo. Saturn's own myth is, in its Roman telling, a story of a very different kind of justice: rather than fight his son Jupiter for the throne he had held, Saturn withdrew from the heavens and settled in Italy, ruling gently as a king of farmers over what the poets called a golden age. Set in Libra, the sign belonging to the very last of the gods willing to weigh fairness against her own convenience before finally leaving the world to fend for itself, Saturn exalted here is read through that same reluctant, careful justice: an authority that gave up its own throne without a fight, and is, in this one sign, finally rewarded for the very patience that elsewhere gets read only as loss.
