What the tradition reads
Neptune takes some one hundred and sixty five years to cross the whole zodiac and spends around fourteen years in any one sign, and Cafe Astrology's own delineation treats a Neptune sign placement chiefly as a generational influence for that reason, one shared by everyone born while the planet crossed that stretch of sky and felt personally only where it lines up with the Sun, Moon or another personal point in an individual chart. Libra is a cardinal air sign, ruled by Venus, and the tradition reads it as the sign of balance, fairness and partnership. Neptune there is read as a vision of an ideal world centred on people treating one another fairly and politely, an idealisation of harmony, peace, partnership and cooperation themselves rather than of any one particular partner. A generation carrying the placement is read as one that dreams collectively of a gentler, more harmonious standard for relationship and fairness, atmosphere more than any one chart's private signature, an idealism that can drift toward disappointment wherever an actual partnership fails to live up to so soft a picture, though the same dream is credited with keeping the standard of fairness itself alive for everyone that follows.
The story
Neptune, the Roman god of the sea and fresh water, was remembered as a brother of Jupiter and Pluto, the three dividing the world between them so that each ruled one realm, sky, sea or underworld, in fair and equal shares; before the sea, Neptune was linked especially to springs and to horses, worshipped by the Romans as a patron of both. Libra's own scales belong, in the constellation's own myth, to Astraea, the goddess associated with justice, who is remembered elsewhere as the last immortal willing to remain on earth once the other gods had already withdrawn to Olympus. A god whose own portion of the world was fixed by an equal division among brothers meets, in Libra, the very instrument by which fairness itself is measured; a generation under Neptune here is read as one that idealises exactly that kind of clean, three way division, dreaming of a fairness as total and as uncontested as the one the gods themselves are remembered to have settled on.
