What the tradition reads
The seventh house is described by Alan Leo as the house of relation and the complement of the first, holding unions, marriage and partnerships, individual character and humane tendencies, with all partnerships and unions of every kind shown by it and marriage its chief influence. Jupiter placed there is read by the tradition as a genuine talent for negotiation, a real belief in fair play that makes this placement a natural and trusted party to any serious agreement. The astrologers read a strong instinct for building rewarding, lasting partnerships here, relationships entered into with real good faith rather than as a merely convenient arrangement. Formal commitments, contracts and treaties are all read as areas where this placement can genuinely flourish, since its whole temperament favours the kind of fairness a durable agreement actually requires. The tradition's caution is a faith in fair dealing generous enough that a partner acting in bad faith can go unnoticed for longer than it should.
The story
As sky god, Jupiter was called on as the divine witness to oaths and treaties, the sacred trust that Roman law held justice and good government to actually depend on. Roman fetial law, the formal procedure that governed how the state itself declared war or agreed to peace, rested on exactly this idea, that a serious agreement needed a god's own witness to be considered properly binding at all. It gave Jupiter a direct hand in the fairness of every major partnership the Roman state itself entered into, not by taking a side but by standing as the guarantee that both sides would actually keep to what they had promised. Jupiter in the seventh house is read through this same guaranteeing office: a partnership made more solemn and more durable simply by being entered into honestly, in the confidence that good faith, once genuinely given, is meant to be kept.
