What the tradition reads
Water is the fourth and last of the elements the tradition sorts the zodiac by, belonging to Cancer, Scorpio and Pisces, and the tradition reads it through three keywords, emotion, empathy and sensitivity, an element that meets the world through feeling first, before either the earth's practical measure or the air's spoken idea has a chance to intervene. Water shares the wheel's negative polarity with earth, read as receptive, passive and inward turned, in contrast to the active, outward turned polarity fire and air share; a chart weighted toward water is read as deeply feeling, quick to sense what another person is going through without being told, and more at home working through an experience internally than putting it immediately into words or action. In the older scheme of the four humours, water corresponds to the phlegmatic temperament, calm on the surface, slow moving, and given to a private inner life ancient medicine read as coolness rather than coldness of heart. Ptolemy's own account of the triplicity keeps this feminine, receptive character, assigning Cancer, Scorpio and Pisces joint rule to the Moon by night and Venus by day, together with Mars, and reading the group as principally western in its worldly bearing. The tradition's caution about a water heavy chart is a feeling that can run so deep it overwhelms judgement, needing earth's ground or air's distance to keep from flooding whatever it touches.
The story
The four element scheme predates astrology itself: Empedocles first proposed fire, earth, air and water together as the four roots in the fifth century BCE, and Aristotle later assigned each a pair of the four sensible qualities, water read as both cold and wet, set opposite fire's heat and dryness and sharing its wetness only with air. Astrologers assigned three signs to each element in an evenly spaced triangle around the wheel, so that water's three signs, Cancer, Scorpio and Pisces, sit four signs apart and were read as a natural trine, sympathetic to one another the way three points of the same substance are. Ptolemy's Tetrabiblos keeps the same feminine gendering the wheel gives every even numbered sign, reading water, alongside earth, as the receptive, yin polarity against fire and air's active, yang one, and assigns the water triplicity's rule jointly to the Moon, Venus and Mars, with a directional bearing toward the west and, through Venus's mixed influence, the south west. The physical theory beneath the scheme did not survive into modern physics, but the personality vocabulary built on it, water as feeling, empathy and an inward turned depth, endured well past the cosmology that first proposed it.
