Within a single chart Venus conjunct Neptune is read as affection given no firm edge at all: Cafe Astrology's natal reading calls such people "generally sensitive, creative, and attractive," noting an "impractical nature when it comes to love, money, and personal possessions" and a habit of giving more than they receive, "ready to make sacrifices for the one they love." The tradition names a real cost alongside the gift, since "there is a universal quality to their love that keeps them oddly out of reach," a yearning for something magical or ideal that can leave an actual partner feeling strangely excluded. Between two charts, one person's Venus conjunct another's Neptune is read as an attraction that feels almost fated: "the Venus person, in particular, finds the Neptune person inexplicably attractive, even ideal on a romantic level," though sources warn that trouble comes if Venus falls in love with that ideal image rather than the real person, since Neptune tends to withdraw under the pressure of being idealized.
The story
A conjunction fuses two natures at one degree, ranked the strongest configuration the tradition keeps even outside the four configurations Ptolemy measures by distance. Venus and Neptune keep separate myths that the sources do not connect. Wikipedia's page for Neptune describes him as Roman religion's god of both fresh water and the sea, patron also of horse racing, attended by the consorts Salacia and Venilia, the latter's name sharing only a linguistic root with the idea of love or desire rather than any shared story with Venus. Wikipedia's page for Venus instead traces her own birth to the sea foam produced by the severed body of Caelus-Uranus, an origin belonging to her alone. Fused together in one chart nonetheless, the tradition sets the two side by side regardless of what their myths do not share, Venus's want for what is beautiful placed within reach of a domain, Neptune's waters, that the myths never actually gave her.
